This announcement constitutes the only solicitation/notice; responses/quotes are being requested, further written solicitation will not be issued. This solicitation will be posted to the Federal Business Opportunities (FBO) web-site as full and open competition The 90th Contracting Squadron is issuing this combined synopsis/solicitation, FA461318Q1007, as a Request for Quote using FAR Part 12, Acquisition of Commercial Item, & FAR Part 13, Simplified Acquisition Procedures. The North American Industrial Classification System (NAICS) code for this procurement is 332216 Saw Blade and Handtool Manufacturing, with a small business standard of 750 employees. The Government intends to award a Firm Fixed-Price Commercial Award. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-2005-98 effective 31-May-18, Defense Federal Acquisition Regulation Supplement DPN 20180601 effective 30-May-18 and Air Force Federal Acquisition Regulation Supplement AFAC 2018-0525 effective 5/25/2018 DESCRIPTION OF ITEMS/SERVICES: All CLINs F.O.B. Destination. The requested items are for BRAND NAME Snap-On products, to be quoted as exact match. This is a BRAND NAME requirement and the vendor must be an authorized distributor of Snap-On tools and provide the Snap-On lifetime warranty. Quotes are to include an overall ‘kit price with a list of all tools included in the toolbox/kit. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary to provide a Snap-On toolbox with individual tool kit (ITK) with a number etched by the vendor in each tool as specified by the customer. Each drawer of the tool box will have pre-cut foam for ease of tool inventory/accountability. See attached Tool List for toolbox specifications and all tools to be included in the kit. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
