GSA Public Buildings Service U.S. GOVERNMENT General Services Administration (GSA) seeks to lease the following space for a Law Enforcement Agency: State:Illinois City:Oakbrook Delineated Area:North: Route 38 South: 31st St East: I-294 West: South Highland Ave Minimum Sq. Ft. (ABOA):4,256 Maximum Sq. Ft. (ABOA):4,682 Space Type:Office Parking Spaces (Total):14 Parking Spaces (Surface):See special requirements Parking Spaces (Structured):See special requirements Parking Spaces (Reserved):14 Full Term:15 Firm Term:10 Option Term:0 Additional Requirements:Proposed locations must meet the following special requirements: Space is for a Law Enforcement Agency 24/7 access required, 365 days a year Second story and above floor space is preferred, but first floors will be considered if the following can be provided: -20 foot setback from building to all sidewalks, roads, parking lots, and vehicular access points -Fencing at the lessors expense based on agencys risk and vulnerability assessment -Fragment Retention / Blast Protection window film at the lessors expense -Other first floor tenants must not be service/retail oriented or businesses that generate heavy vehicular and foot traffic Contiguous space on a single floor is required. Agencys Security Unit will evaluate all potential sites by conducting a risk and vulnerability assessment. A direct access pathway/route, with minimum exposure to the general public, to the Governments space from the parking area, is required. This can be achieved via the use of a secondary building entrance, such as a loading dock, and a freight or passenger elevator with a lock-out feature. In multi-story buildings, an elevator with a card reader system, or a means to temporarily lock and isolate for the use of the Government is required. 24/7 access to the "direct access path," as described above, shall be provided - this may be met by providing full access to a side or emergency exit, a loading zone, loading dock or simply another entrance to the building. For the security and safety of the agencys Agents, support personnel, and law enforcement operations, agency cannot be collocated with Federal, State, local Government Agencies, or private firms whose primary clientele are involved or have ties to criminal elements. Agency cannot be collocated with other agencies or entities providing probation and/or parole services, halfway houses, drug abuse counseling/rehabilitation programs, and similar social service and welfare type programs. Building entrances/exits are not to be located within line of sight, or the vicinity of a school, day care center, or park. The proposed site shall have at least two means of vehicular street access to prevent the possibility of entrapment. 14 secured parking spaces are required for GOVs which may remain overnight. Secured parking can be accomplished in a variety of ways; one option would be in the form of an enclosed onsite or adjacent garage with a standard clearance height of 7. An alternate method to provide secured parking can be accomplished through an onsite/adjacent surface lot with a fence (Fencing requirements shall be included in the solicitation.) Any required fencing shall be at Lessors expense. Lessor must allow Government antennas to be affixed to the roof. Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 100 year flood plain.
