Description

This is a notice of intent to increase the ceiling of Contract N66001-17-C-4033 to Knexus Research Corporation, awarded by SSC Pacific on behalf of the Defense Advanced Research Projects Agency Information Innovation Office (DARPA I2O) on 21 June 2017 for a 36-month period of performance. The effort under the contract supports the DARPA I2O "Brandeis" program and proposes to research and develop privacy-preserving analysis algorithms for crisis event detection and tracking to assist emergency response centers. The focus of Knexus Research Corporations effort to date has been to develop these Privacy Enabled Social Network Analysis (PRESNA) algorithms and integrate them into a software prototype. The added effort aids in the development and transition by demonstrating real-world datasets to evaluate the previously developed PRESNA algorithms. Additionally, the effort will extend on the prototype to improve the accessibility and visualization to government and other transition partners. The NAICS code for this procurement is 541712- Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology). Due to the nature of Research and Development efforts, DARPA could not have reasonably estimated the results of the research from this program and/or the need for additional research under this program. This action includes a ceiling increase of $149,999.80. This notice of intent is not a request for competitive proposals or quotes, however, interested parties may submit comments in writing to the Contracting Officer, Mrs. Lynn Biedermann, Code 22530, SPAWAR Systems Center Pacific who may be reached by telephone at (619) 553-4479 or via email to lynn.biedermann@navy.mil. This notice will be posted for 15 days. A determination by the Government not to compete based upon response to this notice is solely within the discretion of the Government.
