Description

Draft SOW is provided for information use only. The Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) anticipates a contract requirement to provide Command Material, Facilities, and Support Services for NSWC PHD located at Port Hueneme, CA. NSWC PHD needs support in all areas of Corporate Operations including Material Management (mailroom services), Facilities Service Desk, Command Vehicle Pool, Workspace Furniture and Laboratory Equipment Relocation, Explosive Safety, and Safety and Occupational Health support. The primary North American Industry Classification System (NAICS) code for this procurement is 541330 with a Size Standard of $15 million. The anticipated performance period will span five (5) years and include a 12-month base period and four 12-month option periods, beginning in December 2018. It is anticipated that the Request for Proposal (RFP) will be issued on or about November 2018. The government anticipates selecting an offer that provides a best value to the government based on Technical Capability, Past Performance and Price/Cost. It is requested that only 8(a) Small Disadvantaged Business (SDB) respond with a Capability Statement of a maximum of 5 pages to be used to determine the ability of 8(a) Small Business concerns for this requirement. Interested Small Business concerns must verify their small business socio-economic category. The Capability Statement shall succinctly address the following three items to demonstrate the contractors capability to perform the requirements of this Statement of Work (SOW): (1) The contracts ability to manage, as prime contractor, the types and magnitude of tasking in the SOW. (2) The contractors technical ability, or potential approach to achieving technical ability, to perform at least 50% of the cost of the contract incurred for personnel with its own employees. (3) The contractors capacity or potential approach to achieving capacity, to conduct the requirements of the SOW. For the purposes of this Capability Statement, capacity shall refer to matters such as the magnitude of the tasking, the amount of equipment or facilities involved, and the size of the staff needed; and Demonstrated ability to manage, technical ability and capacity may include citing and describing the same or similar relevant performance, but does not limit the interested contractors approach to demonstrate capability. Demonstrated performance must have been carried out within the preceding three (3) years. In addition to addressing items (1) - (3) above, interested concerns are requested to address the following specific requirement: (4) The contractors ability to obtain Secret Clearance for Personnel (5) Each submittal shall also include the following business information: a. DUNS number b. Organization Name c. Organization Address d. Point of Contact (including name, title, addresses, telephone number, fax number and Email address) e. Business size f. Socio-economic status (provide verification) g. Is it on GSA/FSS or SEWP Schedule? If yes, please provide the Contract #.
