SOURCES SOUGHT: THIS NOTICE IS MARKET RESEARCH TO SUPPORT INCLUSION OF A SOLE SOURCE (BRAND NAME) SPECIFICATION IN A SOLICITATION TO REPLACE JP-8 PRE-FILTER SYSTEM E-6 (EIE338). THIS IS NOT A REQUEST FOR PROPOSAL. The U.S. Army Engineer District, Alaska intends to specify the below listed items as part of larger construction contract to be executed on Eielson AFB, Alaska. A determination by the Government to not compete this requirement based on the responses to this notice is solely within the discretion of the Government. Reference FAR 6.302-1(c), "Application for Brand-Name Descriptions". ITEM: Veeder-Root Tank Level Monitoring System. THIS NOTICE IS A SOURCES SOUGHT NOTICE AND NOT A REQUEST FOR PROPOSAL. No solicitation will be available as this sole source item will be incorporated into the specifications for the project to Replace the JP-8 Pre-Filter System E-6 on Eielson AFB, Alaska. Eielson AFB Fuels Maintenance utilizes a Veeder-Root fuel tank level monitoring system. A new 500-gallon product recovery fuel storage tank installed under this solicitation will require a continuous level monitoring system manufactured by Veeder-Root to match the existing installations. The specification of the Veeder-Root tank level monitoring system will ensure complete integration and interoperability of the new tank into the existing tank inventory system. DIGITAL TANK GAUGE SYSTEM: Gauge system shall be the mechanically or electronically actuated type that can continuously monitor a tanks usable liquid level storage capacity. The system shall provide a digital readout of a tanks liquid level in terms of inches and gallons. The system shall be accurate to plus or minus 1/16 inch. The system shall measure water accumulation in inches from 3/4 to 5 inches off the bottom of the recovery tank. Construct system components to be chemically compatible with JP-8. Provide a sending unit that transmits the digital readout from the tank to an electronic monitoring/alarm panel and electronic display panel. The panel shall display the digital readout of the tank on an LCD mounted exterior to the panel. The panel shall also have external controls to allow operators to toggle between information on the LCD without having to open the panel. Local panel shall integrate outputs into the overall Veeder Root TLS-350 Plus tank inventory system. ELECTRONIC MONITORING/ALARM PANEL: Panel shall perform continuous integrity checks on the status of each sensors connections and wiring. Panel shall include a battery backup (rechargeable) that can operate the complete leak detection system during a power failure for a minimum period of 48 hours. Panel shall be compatible with and connected to the following: a. Tank interstitial sensors and detectors. b. Digital tank gauge system c. TLS-350 Plus tank inventory system A. PANEL HOUSING Panel housing shall be a standard industrial enclosure. Panel housing shall have a hinged door to swing left or right (doors shall not swing up or down). B. PANEL ALARMS Panel shall account for the effects of thermal expansion or contraction of the fuel product, vapor pockets, tank or piping deformation, and evaporation or condensation prior to initiating an alarm condition. Panel shall produce an audible and visual alarm in the event any of the following occur. a. Sensing of a hydrocarbon liquid from a sensor or detector. b. Sensing of a hydrocarbon vapor from a sensor or detector. c. Sensing of water from a sensor or detector. d. Failure of any integrity check. e. Sensing tank high, high-high, or low level alarm conditions. 1. Audible Alarm: Panel shall have external speakers that produce a buzzer sound of 70 decibels or greater in the event of a detected alarm condition. 2. Visual Alarm: Panel shall have a visual alarm that illuminates in the event of a detected alarm condition. Visual alarm shall include either individual lights for each alarm condition or shall include a single light and a liquid crystal display (LCD) panel that displays information regarding each alarm condition. C. ACKNOWLEDGE SWITCH Panel shall have a manual acknowledge switch that will deactivate the audible alarm. Acknowledge switch shall not deactivate subsequent audible alarms unless depressed manually again for each occurrence. Under no circumstance shall this acknowledgement switch extinguish the visual alarms until the alarm condition has been corrected. Switches shall be an integral component located on the front panel and be either a key switch or push button. Vendors who offer a tank level monitoring system with the above capability as well as commonality and complete interoperability with a Veeder-Root TLS-350 Plus system are invited to respond to this notice. Responses must include the following information: (1) Identification of the manufacturers name, address, and country of product manufacture. (2) Fully detailed specification sheets.
