Type: Sole Source Notice Classification Code: Services NAICS: 541511 Subject: Solicitation Notice for AIR 1.7 Acquisition Management Support Services Response Date: 23 Nov 2018 Contacts: Lindsey Boka, Contracting Officer, 301-342-7181, AIR 2.5.1.9, email lindsey.boka@navy.mil Betty Goddard, Contracts Specialist, 301-757-8949, AIR 2.5.1.9.9, email elizabeth.goddard@navy.mil Reference Number: N00421-18-C-0005 Naval Air Systems Command (AIR 2.5.1.9) Patuxent River, MD hereby announces its intention to negotiate a modification to a current contract with Precise Systems, for additional emergent work on behalf of the Acquisition Tools and Processes Program Office (AIR 1.7). The additional labor support is for the Acquisition Management Systems (AMS) software application services for both new Acquisition tools (i.e. support design, development, testing and training) and existing acquisition tools (i.e. support sustainment, upgrade, testing, training and functional tasks) which are deployed command-wide across the NAVAIR enterprise as well as at select external organizations (e.g. NAVSUP, USAF, USMC and US Army). These additional tasking involve both digital transformation and Navy auditability initiatives as defined by the 2018 National Defense Strategy. Precise Systems is the sole designer, developer, integrator and producer of the software source code for the various tools. They are also the only known source possessing the technical skills and requisite knowledge of the design, performance and functional characteristics of the various existing AMS tools and how they operate within the overall NAVAIR database environment. As such, Precise is the only known source capable of ensuring the needed additional development and testing tasks for the integration of the required new and emergent work is completed within the required schedule with minimum impact. These new and emergent work efforts include: •a) The integration of the Workload Requirements and Planning System (WRAPS), the Logistical Requirements Funding Summary (LRFS) and the Optimization Performance Tool (OPOM) with PMT and CSPT. •b) The integration of the Turbo Acquisition Tool(TurboAcq) with both PMT and the CSPT. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO COMPETITIVE SOLICITATION WILL BE ISSUED. This acquisition is being pursued on a sole source basis under the authority permitting other than full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, "Only one responsible source and no other supplies or series will satisfy agency requirements." There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
