Description

This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes. 1. The Government intends to issue a solicitation which will consolidate the following contracts: - Contract No. N62478-14-D-2416, Grounds Maintenance and Tree Trimming Services for Marine Corps Base Hawaii, Camp H. M. Smith and Various Other Locations, Oahu, Hawaii - Contract No. N62478-14-D-2419, Grounds and Tree Maintenance Services at Central and West Oahu, Hawaii The work includes, but is not limited to, providing all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to perform Grounds and Tree Maintenance Services, Marine Corps Base Hawaii, Camp H. M. Smith, Central and West Oahu and Various Areas, Oahu, Hawaii. The Contractor shall maintain grounds areas (prestige grounds, improved grounds, semi-improved grounds, and unimproved grounds) to ensure a healthy and slightly appearance. The Contactor shall perform lawn maintenance, vegetation control/removal, irrigation systems operation, debris removal, operation of irrigation systems, shrub and hedge maintenance, plant bed maintenance, brush/grass maintenance, tree maintenance, outdoor artificial turf maintenance, maintenance of xeriscape areas, maintenance of airfield runway and adjacent areas, canal maintenance to ensure unrestricted flow of water into the main drainage systems, removal of obstructions and vegetation control in storm drainage systems to ensure unrestricted flow of storm water runoff, tree Identification tagging, mangrove maintenance, maintenance of roof and roof drains and gutters, firebreak maintenance, brush/grass/debris removal maintenance (Bellows/Waimanalo Stream), scheduled pest control services, controlling lawn, turf and ornamental plant pests to ensure facilities are free of lawn, turf and ornamental plant pests, herbicide services, weed control, and sewer pond weed removal, mangrove maintenance, water cannon and IR camera maintenance, and service trash receptacles. Procurement Method: Contracting by Negotiation. The NAICS Code for this procurement is 561730 and the annual size standard is $7.5 million. The contract term will be a base period of one year plus four option years. The Government will not synopsize the options when exercised. IDIQ work may be issued via FedMall, a web-based ordering system, using Government purchase cards. This contract will replace the following contracts: - Contract No. N62478-14-D-2416, Grounds Maintenance and Tree Trimming Services for Marine Corps Base Hawaii, Camp H. M. Smith and Various Other Locations, Oahu, Hawaii, awarded in 2014 for $600,000.00 (recurring work) and $21,770.53 (non-recurring work). - Contract No. N62478-14-D-2419, Grounds and Tree Maintenance Services at Central and West Oahu, Hawaii, awarded in 2014 for $1,135,812.84 (recurring work) and $65,005.00 (non-recurring work). Information about the current contracts and the incumbent contractors (e.g., value of last option exercised, firm name, address, etc.) will be included in the solicitation package. Requests under the Freedom of Information Act are not required for this information. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available. All interested offerors shall register at the website. No notice of solicitation activity will be provided to interested offerors. The solicitation will utilize source selection procedures which require offerors to submit a non-price (experience, safety, past performance information) and a price proposal for evaluation by the Government. Interested sources capable of providing the required services must respond by e-mail to julie.shimoda@navy.mil no later than December 21, 2018. Interested sources shall (1) Indicate that they are capable of providing the required services and their size status (i.e., small business, 8(a), HUBZone, service disabled veteran owned small business (SDVOSB), woman-owned small business (WOSB)); (2) Indicate whether they intend to submit a proposal as a prime contractor; and (3) Provide the following information for customers for whom you have performed similar Grounds and Tree Maintenance Services. Include only contracts and subcontracts which were performed within the past seven years and valued at $500,000.00 or more per year.
