Description

Naval Facilities Engineering Command Pacific intends to issue a Request for Proposal (RFP) to award a sole source bridge contract for the continuation of Guam Base Operations Support (BOS) services for the Joint Region Marianas (JRM), Guam. This is a notice of the Government ôs intent to negotiate and award a sole source cost-plus-fixed-fee bridge contract to DZSP 21, LLC under the authority of 10 U.S.C. 2304(c)(1) and Federal Acquisition Regulation (FAR) 6.302-1. The period of performance will be a maximum of 12 months. Services are currently being performed by DZSP 21, LLC under contract No. N62742-18-C-1110. Full performance of all required services will commence on 1 March 2019 and will end no later than 29 February 2020. This extension will provide continuity of mission essential BOS services at JRM, Guam while the follow-on competitive procurement is completed. The Guam BOS services/requirements under this contract will include: Management and Administration; Port Operations; Ordnance; Supply Material Management, Andersen Air Force Base (AAFB); Facility Management; Investment, Restoration, and Modernization (SRM); SRM AAFB; Electrical; Wastewater; Steam, Demineralized Water; Potable Water; Base Support Vehicles and Equipment (BSVE); BSVE AAFB; and Environmental Services. The North American Industry Classification System (NAICS) for this requirement is 561210 and the annual size standard is $38.5 million. This notice is published for informational purposes only and is NOT a request for competitive offers and a solicitation will not be issued. Any firm that believes it can meet the requirements herein may submit a written response. Firms responding to the Request for Information issued for this solicitation on 25 October 2018 need not respond. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating the company ôs ability to meet the requirements herein without disruption to the critical BOS services at JRM, Guam. Interested sources may identify their interest and submit capability information in response to this notice by 4 January 2019, 2:00 p.m. Hawaii Standard Time, via email to Annette Chun at acq2@navy.mil. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by responding to this notice.
