NOTICE OF INTENT The U.S. Department of Energy (DOE), Office of Environmental Management (EM), Portsmouth/Paducah Project Office (PPPO), intends to negotiate a sole source (up to) nine month extension from April 1, 2019 to December 31, 2019 and intends to issue a modification under the Portsmouth Engineering Technical Support II (ETS II) contract with RSI EnTech, LLC (RSI), Contract No. DE-EM0002639, by means of other than full and open competition. The anticipated award date of this contract extension is on or before March 31, 2019. RSI possesses the necessary approved programs, policies, procedures and certified personnel for performing the oversight required by this contract. Should all nine months be required, the estimated dollar value of this contract action is between $9 and $10 million. All responsible sources may identify their interest by submitting a capability statement in response to this requirement, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive quotes or proposals. THIS IS NOT A SOLICITATION OR A REQUEST FOR PROPOSAL The Government does not intend to pay for information provided in response to this publication. Written responses to this notice must be submitted No Later Than Close of Business, 4:30 PM EST, January 28, 2019 and shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements to the Point of Contact listed below. The capability documentation should include general information and technical background describing in detail the prospective contractors capabilities and experience that will demonstrate the ability to support these immediate requirements. THIS NOTICE OF INTENT DOES NOT CONSTITUTE A REQUEST FOR A FORMAL PROPOSAL OR A PRESOLICITATION NOTICE The Portsmouth Gaseous Diffusion Plant (GDP) located in Portsmouth, OH requires a contractor to provide technical and administrative support to assist DOE with the oversight and management of the Decontamination and Decommissioning (D&D) activities at the Portsmouth GDP/site in Pike County, Ohio.
