This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures as supplemented with the additional information included in this notice. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/). The RFQ number is N0018919QG028. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-87-2 and DFARS Publication Notice 20160325. It is the responsibility of the vendor to be familiar with the applicable clauses and provisions. The NAICS code is 561621 and the Small Business Standard is $20.5 million. The requirement is restricted to Brand Name Only. UWDC Groton requires vendors capable of providing all required services, labor, material and equipment necessary to successfully upgrade its Lenel Intrusion Detection System (IDS) and access control equipment located at UWDC Headquarters, Building 439, Submarine Base New London in Groton, Connecticut. SITE VISIT: One site visit will be held prior to the deadline for submissions of quotes, so that all prospective vendors may assess and inspect Bldg. 439 aboard the Naval Subase Groton, CT. Due to base security requirements, failure to make reservations for base entry by January 22, 2019 may prohibit a vendor/contractor from attending the site survey. Contractors are limited to two (2) representatives for the site survey. Date and Time of Site Visit: Wednesday, January 23, 2019 (10:00am EST) Interested vendors must coordinate with the specific site Point of Contact listed in Solicitation N0018919QG028 not later than 11:00 a.m. (Eastern Standard Time) on Tuesday, January 22, 2019 to set up an appointment. The Government intends to award a firm-fixed-price definite delivery definite quantity contract to the responsible vendor whose quote represents the best value to the Government after evaluation in accordance with the factors and sub-factors in the RFQ. All quotes shall include price(s), FOB point, a point of contact, name and phone number, GSA contract number if applicable, business size, and payment terms.
