Description

NAVSUP Fleet Logistic Center San Diego-Seal Beach Detachment intends to award a sole source contract to order, to LYME COMPUTER SYSTEMS, for SolidWorks Professional Service Renewal located in NAVFAC EXWC, Port Hueneme, CA. LYME COMPUTER SYSTEMS is the sole source of which is the only manufacturer with current system that have been designed, sustained and upgraded using the SolidWorks Suite of applications and all data resides in the propriety SolidWorks ePDM system which is produced real time to our customers. Data cannot be migrated to another software platform. Contracted work is in progress and cannot be interrupted. To support the variety of missions required by NVFAC EXWC the renewal of maintenance support for SolidWorks suite of application to assist CIOFP1, CIOFP2, CIOFP3 and CIOFP4 in the design and analysis of heavy load handling system, sea floor, ROV, and towed systems. Maintenance is mandated by DADMS and IT policies. The maintenance service is also required to access technical and administrative support. The authority for soliciting a single source under simplified acquisition procedures is FAR 13.106-1(b)(1)(i), Soliciting Competition, which states that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The proposed contract action is Sole Source only. In accordance with FAR 5.102, the required justification documentation is attached (See Note 22). This Notice of Intent is not a request for quotation. No solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit product information in response to this notice by 9 am 20 August 2019 PST via email to janet.nunez@navy.mil. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government. NOTE 22: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by the closed date specified herein will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
