THIS IS A SOURCES SOUGHT NOTICE ONLY. In accordance with Federal Acquisition Regulation (FAR) 10.002(b)(2)(i) this notice is issued for the purpose of market research. Market research is being conducted to determine if there are potential SMALL BUSINESSES with the capabilities and experience to perform the required work. THIS NOTICE IS NOT TO BE MISCONSTRUED AS AN INVITATION FOR BIDS (IFB). The information received will be used to determine whether to issue the proposed solicitation as a competitive set-aside or full and open competition (unrestricted). The extent of the work will be described in the solicitation, which will follow at a later date. PROJECT DESCRIPTION The U.S. Department of Labor (DOL), Office of Job Corps, seeks the services of a qualified small business firm to for the Trade Expansion Phase II Project at the Ramey Job Corps Centers facilities. The work involves services for the design and construction of multi-phase project encompassing multiple building additions and existing space renovations to accommodate the expansion or addition to the Culinary Arts, Carpentry, Solar, Security, and Facilities Maintenance vocational training programs. The building additions will total approximately 5,000 gross square feet of new construction and the existing space renovations will total approximately 11,850 gross square feet. In addition to the building additions and renovations, the work includes renovations, repairs and the addition of elevator towers at Dormitory Buildings 758A and 760A. The work also includes, but is not limited to, hazardous materials abatement, miscellaneous site improvements in the form of general landscaping, roads, parking lots, walkways, drainage, connection to all utility lines, and site/security lighting. Included in the design phase work is a NEPA-compliant environmental assessment and a hazardous materials survey. The design will comply with identified and targeted standards established by the Leadership in Energy and Environmental Design (LEED) rating system; however, no LEED Certification is required. Estimated Construction Value $2,000,000 to $5,000,000 Period of Performance NTP to Substantial Completion: 470 calendar days NTP to Contract Completion: 500 calendar days WHO MAY RESPOND Interest in this Sources Sought announcement is open to certified small business contractors, relative to the primary NAICS code 236220 with a Small Business Size Standard of $36.5 Million dollars. Following review of the responses to this notice, and if the Government still plans to proceed with an acquisition, the Government will develop an acquisition strategy to determine whether the solicitation for this project will be issued as a set aside or as unrestricted competition. All interested small business firms shall be registered via the System for Award Management (SAM) internet site at http://www.sam.gov. SUBMISSION REQUIREMENTS All interested firms shall submit your capabilities statement via email only to email@example.com and include the notice number in the subject line. Also, include all business certifications such as 8(a), HUBZone, Woman-Owned, Service Disabled Veteran or Small Business in the information. Please do not send hard copies.
