Statement of Work for Fuel Testing & Cleaning The Louis A. Johnson VA Medical Center, located at 1 Med Center Drive, Clarksburg, WV 26301, has two 20,000-gallon underground diesel fuel tanks filled and one 4,000-gallon underground diesel fuel tank also filled. The following work is needed, and the contractor shall: Perform fuel testing to meet NFPA 110 and ASTM standards through the following: Take a fuel sample from each tank; the samples will be sent to an independent laboratory, to be determined by the Contractor and approved by the VA, for analysis to determine the measurements of: Bacteria/Fungus (method: ASTM D6469); API Gravity (method: ASTM D1298); Flash Point (method: ASTM D56); Sulfur (method: ASTM D4294); BSW (method: ASTM 1796), and; Oxidation Storage Stability (method: DuPont Method) Water by Karl Fischer ASTM D6304 Copies of laboratory results shall be provided to the VA. If the laboratory results determine that the fuel is clean within the acceptable limits of all six analyses methods, then the Contractor s performance shall be accepted and deemed complete. Should testing confirm that any of the three tanks contains contaminated fuel and the fuel needs to be cleaned, the following work is also required, and the Contractor shall complete the following for each contaminated tank: Remove water, sludge, and any contaminated fuel from the bottom of each contaminated tank and ensure proper disposal of removed material through manifests supplied by the Contractor. Treat all fuel with an industry-standard type of organic fuel inhibitor compound (e.g. the compound is to be comprised of dispersants, demulsifies, corrosion inhibitors, polymerization retardants, and organic biocides). Preferably ILFC 1032 & Predator 6000 Biocide Complete a required second process to remove any additional water, sludge, or contaminated fuel from each tank and ensure proper disposal of removed material through manifests supplied by the Contractor. Filter all fuel at a rate not less than 3 times the tanks nominal value by coalescing filtration from 100 microns to at least 1 Micron. The Contractor will also add a final fuel inhibitor treatment to stabilize fuel for storage in each tank. Take a fuel sample from each tank after the fuel cleaning has been completed. The samples will be sent to an independent laboratory, to be determined by the Contractor and approved by the VA, for analysis to determine the measurements of: Bacteria/Fungus (method: ASTM D6469); API Gravity (method: ASTM D1298); Flash Point (method: ASTM D56); Sulfur (method: ASTM D4294); BSW (method: ASTM 1796), and; Oxidation Storage Stability (method: DuPont Method) Water by Karl Fischer ASTM D6304 If the laboratory results determine that the fuel is clean within the acceptable limits of all seven analyses methods, then the Contractor s performance shall be accepted and deemed complete. Otherwise, the contractor will be required to repeat the previous tasks (A through until laboratory results determine that the fuel is clean. Pricing for the above tasks should be broken down into the cost for: Testing and laboratory analysis for all three tanks Filter all fuel to remove water, sludge, and other contaminants from each of the three tanks: Two 20,000 gallons tanks One 4,000-gallon tank Treat each tank with inhibitors, stabilizer, and detergent. Cost for disposal of all contaminated material removed from each tank (on a cost per gallon basis). The work identified herein needs completed by December 31, 2020; therefore, the Contractor should anticipate and prepare for work commencement to meet this deadline.
