Kona, HI The U.S. Department of Veterans Affairs Seeks Expressions of Interest for 9,500 to 11,500 ANSI/BOMA (ABOA) of Space in the area of Kona, HI Notice: This advertisement is a notice of a potential opportunity. This advertisement is not a solicitation for offers, nor is it a request for proposals. The purpose of this advertisement is to identify potential sources and suitable locations, and is not intended to pre-qualify or disqualify any potential offers. The Government will not pay for any costs incurred as a result of this advertisement. Description VA seeks to lease 9,500 to 11,500 ANSI/BOMA (ABOA) Square Feet (a maximum of 12,426 Rentable Square Feet) of office space and six (6) onsite reserved parking spaces (available for VA use 24 hours a day, seven days a week) with an additional twenty-four (24) to forty-four (44) parking spaces available within 1,320 walkable feet of the building entrance in the delineated area explained below within greater Kona, HI for use as a Community Based Outpatient Clinic (CBOC). VA will only consider leased space located in an existing building. ABOA SF is generally defined as the space remaining once common areas, lessor areas, and non-programmatic areas required by code are deducted from the rentable square feet of the facility. ABOA SF does not include areas such as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules, public corridors, and public toilets required by local code. A detailed definition will be provided by VA, should a solicitation for offers or request for proposals be issued for this project. Lease Term: Up to 10-years firm. VA reserves the right to request other lease structures and may request multiple lease structures. Delineated Area: To receive consideration, submitted properties must be located within the following area described below, which is bound by the following roads; properties fronting any of the following boundary lines will also be considered: Start at intersection of Highway 19 and Kaiminani Drive Proceed south on Highway 19 until it intersects with Palani Road Turn left onto Palani Road and follow until it intersects with Kuakini Highway Turn left on Kuakini Highway and follow until it intersects with Highway 11 Turn left on Highway 11 and proceed northwest until it intersects with Henry Street Turn right on Henry Street and follow until it intersects with Palani Road Turn right on Palani Road and proceed north until it transitions into Mamalahoa Highway (190) Follow Highway 190 north until it intersects with Kaimanani Drive Turn left onto Kaimanini Drive and proceed west until it intersects with Highway 19 The attached map of the delineated area is provided for further clarification of the boundaries of the delineated area: Additional Requirements: (1) Offered space must be contiguous (stacked space is acceptable space must be located on no more than two floors). (2) The following space configurations will not be considered:� Space with atriums or other areas interrupting contiguous space, extremely long or narrow runs of space (more than twice as long as wide), irregularly shaped space configurations or other unusual building features adversely affecting usage. (3) Offered space cannot be in the FEMA 100-year flood plain. (4) Offered space must be zoned for VA s intended use. (5) Offered space must meet Federal and Local Government requirements for fire safety, physical security, accessibility, seismic, and sustainability standards per the terms of the solicitation for offers or request for proposals. (6) A fully serviced lease may be required. (7) Offered space must be compatible for VA s intended use. All submissions should include the following information: Name of current owner; Address or described location of building or land; Location on map, demonstrating the building lies within the Delineated Area; Description of ingress/egress to the building or land from a public right-of-way; Description of the uses of adjacent properties; FEMA map evidencing floodplain status; A narrative and map describing proximity of the building or land to the nearest bus and/or train stop, and major transportation routes, and A description of any planned land development or construction that will affect the site, including neighboring projects and road/utility line construction. Project Requirements: ORP seeks information from Potential Offerors who are capable of successfully performing a lease contract, including design and construction of the facility described above, on a VA pre-approved site for a term of up to 10 or 15 years, inclusive of all options, as well as all maintenance and operation requirements for the duration of the lease term.
