PLEASE SEE ATTACHED REQUEST FOR PREQUALIFICATION INFORMATION AND INSTRUCTIONS.� INTERESTED CONTRACTORS SHALL RESPOND IN ACCORDANCE WITH THE ATTACHED INSTRUCTIONS. This is the�Prequalification of Sources notice for the Recapitalization of Power Generation Plant and Supervisory Control and Data Acquisition (SCADA) Controls System Recapitalization 3 Project at Buckley AFB, CO. Sources will be prequalified in accordance with DFARS 236.272. Under these procedures, Offerors will be required to submit information addressing capabilities and other factors identified in the prequalification criteria. The Government will evaluate the prequalification information and determine a list of qualified Offerors to which the Request for Proposal (RFP), including plans and specifications, will be sent. The contract is for the construction and replacement of components of the electrical system for the Mission Support Group, Facilities, Logistics & Services Division (MSG/FLSD) located on Buckley Space Force Base, CO.� This project includes the replacement of the existing medium-voltage power generation plant and the distribution system serving the Aerospace Data Facility- Colorado (ADF-C) Installation located on Buckley Space Force Base in Colorado (CO). The requirement expands the Building E Power Plant by constructing the new Colorado Powerhouse in order to provide the generation capacity necessary to meet the future load requirements of the installation.� It includes the demolition of the existing medium voltage central power plant that is approaching the end of its useful life. It also includes the replacement of the existing medium-voltage electrical power distribution systems that serve Buildings A through D and includes the replacement of the electrical service to the existing Central Chiller Plant from the existing central power plant with new underground duct banks.� The requirement will also include the development and implementation of a separate and independent supervisory control and data acquisition (SCADA) controls system capable of controlling all power generation and distribution systems, which will serve as the backbone for the future Facility Infrastructure Control System (FICS). �In accordance with DFARS 236.204, the magnitude of construction is between $100,000,000 and $250,000,000. NOTE: All Offerors will be required to possess a Top Secret Facility Site Clearance, and the construction of this project shall be accomplished using US citizens.� The use of non- US citizens is permitted provided that the US person(s) meet eligibility requirements as defined in 8 USC 1101(a)(20) or 8 USC 1324b(a)(3), and proof of eligibility must be provided.
