----------------- SUMMARY OF RFQ 140L120Q0083 Surveys of Blunt-Nosed Leopard Lizard (BNLL) Scat ----------------- SUBMIT COMPLETE OFFERS TO TIrvine@BLM.gov BY 11:59PM PST 09/03/2020 ----------------- All responses to this notice must be In Accordance With (IAW) the attached Solicitation Provisions, Performance Work Statement (PWS), and Contract Clauses / Terms / Conditions. All responses must be submitted via email to TIrvine@BLM.gov by 11:59PM PST 09/03/2020, which allots sufficient solicitation response time for these circumstances, in accordance with FAR Paragraph 5.203(b). ----------------- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR Part 13, as supplemented with additional information included in this notice. This notice, incorporated solicitation provisions, and contract clauses, terms, and conditions are those in effect through Federal Acquisition Circular FAC 2020-08. Referenced FAR clauses are available in full text at: https://www.acquisition.gov/?q=browsefar. ----------------- This is an unrestricted re-solicitation of 140L1220Q0055, which was a Total Small Business (SB) Set-Aside that received no offers. This will be a firm-fixed price purchase order awarded to the offer that represents the overall best value and lowest risk to the government. An Offeror is required to be registered in SAM when submitting an offer or quotation in order for its offer to be considered responsive, IAW the Solicitation Provision 52.204-7 SYSTEM FOR AWARD MANAGEMENT. Offers will be evaluated on the basis of Low Price Technically Acceptable (LPTA), IAW Simplified Acquisition Procedures (SAP) under FAR Subpart 13.106. Details on how government will evaluate offers for this specific requirement are found in the Solicitation Provision 52.212-2 EVALUATION - COMMERCIAL ITEMS. For a Quote to be considered Responsive, at minimum, the offer must be submitted on time to the email above, and must include: - a legibly filled SF-1449 form that indicates the offerors name and DUNS number as it is registered in SAM, and the total number of units, price per unit, and the total price of the quote - an offerors capability statement, as it relates to this Requirement, that specifically describes how the contractor will provide what the government requires - a list of all relevant federal contracts awarded in the past 5 years for the same or similar work -----------------
