Mental Health in Rural and Frontier America� Competitive Combined Synopsis/Solicitation� NIMH-20-004329 INTRODUCTION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is being conducted in accordance with the procedures of FAR Part 13--Simplified Acquisition Procedures. The solicitation number is NIMH-20-004329 and the solicitation is issued as a request for quotation (RFQ). NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 611710 with a size standard of $16.5 million is being considered. SET-ASIDE STATUS This acquisition is not restricted and available for full and open competition. ACQUISITION AUTHORITY This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures and FAR Part 12�Acquisition of Commercial Items and is not expected to exceed the simplified acquisition threshold. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-08 dated August 13, 2020. The resultant contract will include all applicable provisions and clauses in effect through this date. DESCRIPTION OF REQUIREMENT Background The publication will provide an updated overview of the latest information and knowledge regarding mental health in rural America. �This compendium will include information from published research, policy reviews, and other literature that has focused on rural mental health issues including substance use and misuse. �The publication will also provide a comprehensive annotated bibliography of rural mental health literature. �The proposed publication would consist of approximately 120 pages. �The contractor will submit this publication electronically. � Project Requirements See Attached Statement of Work for details. Delivery Requirements/Period of Performance Base Period: 9/15/2020 � 3/14/2022 Contract Type The Government intends to issue a firm fixed price purchase order for this requirement. Invoicing shall be in accordance with the Prompt Payment Act and payment shall be made via Electronic Funds Transfer (EFT). Response Format Responses to this solicitation must include clear and convincing evidence of the offerors bona fide capabilities of fulfilling the requirement as it relates to the statement of work. The contractor must submit (1) a technical proposal, (2) a cost/ price proposal (3) Signed FAR Clauses contained in Attachment 4.� �Technical Proposal: Offerors may provide up to 15, 8.5 by 11-inch pages (using no less than 10 � �font size) as their proposal to be evaluated. The technical submission will address the Statement of Work and be responsive to the attached evaluation factors. The 15-page technical submission limitation does not include and is in addition to the pages relating to relevant resume credentials and the price proposal. Technical submission pages in excess of this page limitation will not be considered. Cost/Price Proposal: The offeror�s price proposal must include all cost related to the Statement of Work. The cost/price proposal shall be submitted in the Microsoft Excel format. In addition, the quote must provide their company name, Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.� EVALUATION The provision at FAR clause 52.212-2, Evaluation - Commercial Items, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. See Evaluation Criteria attachment for details. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offers specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Responses to this solicitation must include clear and convincing evidence of the offerors capability of fulfilling the requirement as it relates to the technical evaluation criteria.
