INTENT TO SOLE SOURCE WestKM West Publishing Corporation SS-CFPB-21-031 � The Bureau of Fiscal Service (Fiscal Service), on behalf of the Consumer Financial Protection Bureau (CFPB), intends to contract with West Publishing Corporation 610 Opperman Drive, Eagan, MN 55123, on a sole source basis, under authority of FAR 6.302-1, for a subscription to WestKM. West Publishing Corporation has been identified as the only source capable of providing the required content in an arrangement that suits the needs of the CFPB. The mission of the CFPB is to educate the consumer as a first line in defense against abusive practices; to enforce consumer financial laws via the supervision of banks, credit unions and other financial companies; and to gather and analyze available information to better understand consumers, financial service providers, and consumer financial markets.� In order to meet the above listed missions, the CFPB is establishing a library to serve as a focal point for reference materials that not only show current events, but events through the course of history that have shaped the financial environment as we know it today.� The proposed contractor�s unique qualifications and the nature of the acquisition requires use of the authority cited as follows: The proposed contractor is the sole provider for the features and capabilities of the product being acquired. The Government currently uses the proposed contractor�s research tool, Westlaw Online Legal Research, and the requested product, WestKM, integrates and compliments existing tools used at the Bureau. Functionality of WestKM is designed to search the current document repository using EXCLUSIVE Thomson Reuters Westlaw technology, and retrieve relevant documents and work products. Product simultaneously searches new cases and secondary sources on Westlaw to validate work product by displaying EXCLUSIVE KeyCite flags to tell the researcher if it is still good law � using a single familiar interface. Market research for any alternatives, and it was determined that no other product brand has these interface rights. WestKM features a built-in categorization engine that automates the classification of documents according to the EXCLUSIVE West KeySearch taxonomy. The search engine, Novus, is exclusive to WestKM. Market research was conducted for alternatives, and it was determined that no other provider combines the WestKM features and services into one knowledge management software package. This brand name product supports the Government need for continuity of operations and support. The identified contractor, West Publishing Corporation, is the publisher and is currently the only source for subscription.� NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted. Fiscal Service will consider written responses received no later than 1:00 PM EST December 28, 2020. Responses must be submitted electronically to purchasing@fiscal.treasury.gov, Attn: JSchofield/PWhite REF SS-CFPB-21-031 Vendor responses must include sufficient evidence that clearly shows the proposed product is capable of meeting all of the characteristics of the services needed and described above. If no written response is received that clearly demonstrates an ability to meet all requirements and is received by the aforementioned deadline, Fiscal Service shall make award on a sole source basis to West Publishing Corporation. Qualified contractors must provide the following: The name and location of your company, contact information, and identify your business size and socioeconomic category (Large Business, Small Business, Disadvantaged Business, 8(a), Service-Disabled Veteran Owned Small Business, HUBZone, etc.). Please ensure contact information includes the name of the point of contact, email address, and telephone number should the Government have questions regarding individual responses. � Whether your product is available through a Government contract vehicle or Open Market. A narrative description of how your proposal meets all of the characteristics needed for the subscription. � A brief capabilities statement (not to exceed 5 pages) that includes a description of your companys standard line of business, as well as a list of customers your company currently provides these products/services for. � DUNS Number. � The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered: .bat, .cmd, .com, .exe, .pif, .rar, .scr, .vbs, .hta, .cpl, and .zip files. Microsoft Office compatible documents are acceptable. No other information regarding this Special Notice will be provided at this time. This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this notice are advised that their response is not a request that will be considered for contract award. All interested parties will be required to respond to any resultant solicitation separately from their response to this notice, should one be issued.
