This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in subpart 13.5 and 12.6 as supplemented with additional information included in this notice. This solicitation has been prepared with the intent to award on a competitive basis. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The solicitation number N00244-21-Q-0010 is issued as a request for quotation (RFQ). The closing date is 12 February 2021 at 10:00 A.M. Pacific Standard Time (PST). This solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2021-04 and DFARS Change Notice 20210115. Questions regarding this procurement must be submitted through email to the contract specialist at michelle.muniz@navy.mil. All questions submitted shall include the solicitation number in the subject line. Other methods of question submittal will not be acknowledged. The Government will make every attempt to answer all questions in a timely manner; however, questions submitted within 5 days of the posted closing date may not allow ample time to respond and offerors cannot be guaranteed a response. All questions and answers will be posted for viewing by all other potential offerors. It is the contractor�s responsibility to be familiar with the applicable clauses, provisions, and the attached Evaluation Criteria. The North American Industry Classification System (NAICS) Code for this acquisition is 561720 � Janitorial Services; Size: $19.5M. This acquisition is a Service-disabled veteran-owned Small Business set-aside in accordance with FAR subpart 19.1405. The contract type is Firm Fixed Price. Brief Requirement Description (for full description, see attached Performance Work Statement within RFQ Document): The contractor shall clean the LCAC�s to remove salt, sand, oil, water, debris from external (topside) spaces and internal compartments for a base year plus four option years. CLIN 0001: Base 01 Mar 2021- 28 Feb 2022 CLIN 1001: Option 1 01 Mar 2022- 28 Feb 2023 CLIN 2001: Option 2 01 Mar 2023- 29 Feb 2024 CLIN 3001: Option 3 01 Mar 2024- 28 Feb 2025 CLIN 4001: Option 4 01 Mar 2025- 28 Feb 2026 Review of Agency Protests The contracting activity, Fleet Logistics Center San Diego (FLCSD) will process agency protests in accordance with the requirements set forth in FAR 33.103(d). Pursuant to FAR 33.103(d)(4), agency protests may be filed directly with the appropriate reviewing authority; or, a protester may appeal a decision rendered by a contracting officer to the reviewing authority. Authorized Changes only by the Contracting Officer (a) Except as specified in paragraph (b) below, no order, statement, or conduct of Government personnel who visit the Contractors facilities or in any other manner communicate with Contractor personnel during the performance of this contract shall constitute a change under the Changes clause of this contract. (b) The Contractor shall not comply with any order, direction or request of Government personnel unless it is issued in writing and signed by the Contracting Officer, or is pursuant to specific authority otherwise included as a part of this contract. (c) The Contracting Officer is the only person authorized to approve changes in any of the requirements of this contract and notwithstanding provisions contained elsewhere in this contract, the said authority remains solely with the Contracting Officer. In the event the Contractor effects any change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in charges incurred as a result thereof. The address and telephone number of the Contracting Officer is: TBD The Government intends to award a firm, fixed price contract resulting from this combined synopsis/solicitation to the responsive and responsible offeror whose conforming response is determined provide the best value to the Government, utilizing a lowest price technically acceptable evaluation. Offerors are required to become familiar with the attached Evaluation Criteria. The Government will only consider firm fixed-price quotations. Offeror must complete and submit with the quotation the following from the Solicitation Document FAR provision 52.212-3 Offeror Representations and Certifications-Commercial Items (NOV 2020).
